Students achievement and enrollment rates as the evaluation standard of the quality of basic education evaluation in China for a long time. China is lack of effective,scientific and comprehensive measurement tools. The measurement of the quality of education should pay attention to the developing of the students comprehensive quality,rather than pay attention to the results. That is to say the key to value the quality of education is the increased value of the developing of the students. The increased value cannot be measured directly. Some scholars believe that the measurement of student engagement is a good way,the assumption is students give more effort and energy, the harvest is greater, the development is greater. Student participation is measured by the level of effort which students put into the school educational activities and the conditions which school provide for the development of students. It provides a new perspective for the evaluation of the quality of elementary education in china. There is a lot of the study about the participation of students abroad. Domestic researches focus more on the field of higher education. However, there is just a few of the studies about the quality of elementary education which used by participation of students. Our country is lack of scientific evaluation methods that focus on students' progress and development. The traditional evaluation method are not consistent with the rules of education and is not conducive to the full development of students. China is in urgent need of scientific and comprehensive measurement tools that pay attention to education processes to slip the leash. Policy also provides policy support for this study. Therefore, it is a groundbreaking research that it is is the first time apply the theory of students engagement to the field of basic education. This study will draw lessons from the evaluation theories, NSSE and HSSSE which used to measure the participation of college students in USA in order to preparation the questionnaire which is suitable for the national conditions of our country and can evaluate the quality of elementary school education scientifically and effectively-------The Primary School Survey of Student Engagement in Learning and Development.This research includes the primary questionnaire, the first measurement, the formal investigation. Firstly, combining open investigation, interview and variable operation tocompiled the primary questionnaire. Secondly, according to the primary questionnaire for the 235 pupils in three types of schools, the author modified the items. Thirdly, the author chose 426 pupils from three types of schools to tested the reliability and validity in this process.The Primary School Survey of Student Engagement in Learning and Development has nine parts and 102 items. According to the item analysis of the statistics of 426 pupils,there are 100% items' meet standards. 95% items' communalities and factor loading up to the standard. The scale's reliability of internal consistency is between 0.706 and 0.909.The content and validity and construct validity were also high.The study found that, the total score of the city high quality primary school,ordinary primary school and rural primary school are significantly different. The total score of the highest level of education pupils expect to complete are significantly different.Significant effects of gender and grade in pupils were not found.The study can urge schools pays attention to student learning and development and help schools with a new perspective to evaluate the quality of Education by measuring the student engagement. To some extent, it has the higher value of popularization.
