Research On The Construction Of Core Competence Of Provincial Sports Lottery Agencies Based On The Management Mode

The nationwide distribution of China sports lottery uniformity began in 1994. Comparing with the mature lottery markets in the developed countries, the development of the lottery market in China was rapid while it was late. During the recent 20 years, the amount of the distribution of the sports lottery of China has issued a total of 701.8 billion yuan, raising public welfare fund 203 billion yuan. In 2013, the annual amount of the distribution of the sports lottery of China was 132.8 billion yuan, raising public welfare fund 35.1 billion yuan. Considering the scope of distribution of China sports lottery, there is a serious problem for sports lottery organization to face, that how to maintain the steady, healthy and sustainable development through scientific management.Under this background, based on the organizational structure, the types of managing mode for group companies and the research of the construction of core competence of companies, this research acknowledges the features and the advantages of the managing mode of provincial sports lottery agencies. Through analysis of the successful case of different management modes, a conclusion can be reached that it is helpful for the provincial sports lottery agencies to select an appropriate management mode to develop its management ability, but none of the managing mode is perfect or immutable and there must be a matching core competence, which means that it is essential for the provincial sports lottery agencies to construct the inner core competence for maintaining the steady, healthy and sustainable development.On this basis, this paper puts forward that the core competence of China sports lottery is a kind of competence that can maintain the steady, healthy and sustainable development of China sports lottery in the regulatory and competitive market environment. The construction of the core competence includes the construction of human resources, the construction of the monitoring and incenting system, the construction of organization and the coordinating system. This paper also analyses the similarities and differences of core competence construction, according to the characteristics of the different managing modes. Finally, some suggestions are presented on the construction of core competence of provincial sports lottery agencies.
