"Rural compulsory education stage school teacher AD hoc jobs plan"(hereinafter referred to as "the special teachers plan"), a new mechanism is supplementary to the rural primary and secondary school teachers, it is a state in the remote areas of rural common problems such as shortage of teachers and university graduates employment difficult of a policy. At present, guangxi, teachers are numerous, is shouldering the important task of guangxi rural basic education career. The policy,however, many problems still exist in the process of execution, which to a certain extent affect the implementation of policy effect, hindered the balanced development of education between rural and urban areas. The purpose of this study is to guangxi rural situation in the development of teachers overall grasp and concrete analysis, to explore "the special teachers plan" in guangxi policy implementation present situation and existing problems, put forward to further improve the guangxi "teachers plan" policy, encourage teachers to get good advice. Research content mainly includes the guangxi rural teachers general situation, policy implementation and existing problems are analyzed. At the same time,draw lessons from the "teachers plan" this a policy to implement better the successful experience of the provinces, the guangxi's better teachers plan policy implementation. Research according to the actual situation of guangxi rural special teachers, by using literature method, interview method, comparative analysis method to collect data, trying to research based on solid materials, and based on this reflection, the problems that exist in the policy of teachers and shortage, teacher education policy for the future to better formulation and implementation, from the perspectives of government, school, society, put forward rational Suggestions, make special hillock teacher education policy more rich and perfect, and for the development and reform of teacher education, providea more scientific and standardization of policy support and guarantee.
