To promote urban and rural balanced development of teacher resources,in June 2015,general office of the state council issued "《Rural Teacher Support Plan》(2015-2020)"(hereinafter referred to as the "plan"),from the overall improve the level of rural teachers of ideological and political quality and ethics,expand the rural teachers supply channels,improve the rural life treatment,unified urban and rural teachers establishment standard caries(position),title tilt to rural schools,push town outstanding teachers in rural schools,improve rural teachers ability quality,build system of rural teacher honor eight aspects clear strategic plan and specific implementation measures are put forward.Rural teacher support scheme to solve outstanding problems existing in the current field of rural teachers team construction,attracting talent to the countryside school,stable rural teachers,and improve the overall level of teachers is of great significance.So what is the implementation of the plan?What are the problems in the process of the plan?What is the cause of the problem?The further policy measures should have aroused wide public concern and high attention.The rural teacher support plan as a public policy,therefore,to study the plan,you must return to the theory of public policy research horizon,the policy propaganda,policy environment,the policy implementation process,to dig deeper behind the policy of"mystery",can be more scientific and reasonable Suggestions were put forward.In view of this,I am in draw lessons from existing research and relying on the two counties of Yunnan Xun Dian、Guan nan 12 compulsory education schools,on the basis of survey data,through qualitative and quantitative data analysis,with the aid of the theory of public policy support,from the Angle of combining theory and practice,for the above problems are more deep thinking and analysis,in order to more specific policy recommendations are put forward.According to the logical train of thought,this article discusses the is divided into five chapters:the first chapter is the introduction part,mainly describes the cause of the problem,research purpose and significance,literature review,research methods,etc.The second chapter is devoted to the research of this paper point of view of public policy theory and the rural teacher support plan to build links,the main contents including the definition of related concepts,the relevant theories of public policy,public policy:the theoretical basis for the rural teacher support plan,the main content of three aspects.The third chapter is the implementation status and main problems of rural teacher support plan in Yunnan province,including the policy measures,achievements and problems in Yunnan province.The fourth chapter is based on the theory of public policy analysis from the point of view of the reason of the problem existed in Yunnan province,the implementation of the plan,divided into policy propaganda is insufficient,bad policy environment,policy enforcement,three big aspect,the fifth chapter is based on the theory of public policy’s point of view,to promote the rural teacher support plan policy Suggestions,from the same policy propaganda,policy environment,the perspective of policy implementation is analyzed.
