Academies have inherited the outstanding achievements in the imperial ones since Tang Dynasty. With the revolution of the modern Chinese society, academies changed into the trend of social development and undertook the responsibility of promoting Chinese education towards modernization. The academy educational regulations which included two categories of documents of the learning regulations and rules guided the value of the academy and set limits of regarding words and deeds, which reflected the educational characteristics of academies.Local officials or academy educators directly involved in the drafting education regulations in Qing Dynasty. The documents of regulations showed different educational concepts, which were based on the needs of society and the reality of academy, and committed to making academies be important places of cultivating and transporting talents. The repeatedly emphasis of topic content on the Chinese traditional, the adjustment of the course content about history, art, practical learning and western learning, and the orderly specification of the management system, teaching system and finance system, reflected the adjustment and stick of academies under the invasion situation and civil war in Qing Dynasty. Academies were the places for learning, teaching and studying. In contrast, the documents of academy educational regulations in Qing Dynasty have also presented the changes of mainstream academic thought in order to reflect the social value of academies.As the guide and standardize of the development of the academies, the documents of educational regulations reflected the officialization of academy and presented the changes of academies which branded by the times under the changes of social situation in Qing Dynasty. With the participation of western missionaries and the thought of scholars, western education concepts and methods have been introduced to promote the modernization process of the education in Qing Dynasty, leaving an indelible mark on the history of education.
