In recent years, along with the social transformation, the expansion of the scales of universities as well as the individual issues of students and the emerging of the Internet, the unstable factors on or off the campus are increasing day by day, therefore emergencies often happen at universities, which take its toll on university's personnel,property and reputation etc, which also interrupt the normal order of university's teaching activity. Hence to explore the application of ideological and political education in the process of handling emergencies at universities has significant theoretical and practical values: on one hand, it is the own demand arising from the development of ideological and political education as a discipline, and it is an effective approach to improve the working level of such education for students, it can also provide material and cases for the development of such discipline; on the other hand, it can strengthen the capability of university's administrators and students to prevent and handle emergencies, so as to secure the normal order of teaching activity,and to maintain the stability of the university as well as to build a harmonious campus.The objective of this study:(1) theoretically go over the cases of university emergencies, to sum up the concept, classification, cause and characteristics of such emergencies.(2) investigate and study the current situation on the application of ideological and political education in the process of handling emergencies at universities, to find out experiences accumulated so far as well as deficiencies.(3)propose strategies needed for applying ideological and political education to handle university emergencies, including its role, principle(needed to follow) and enforceable measures, in order to support the exploration for the new mode of university emergencies.The process and method used in this study:(1) search relevant literature and then sort it out, process and summarize the theory and cases of such emergencies, to explain the concept, classification, cause and characteristics of university emergencies.(2) interview functional departments, such as Student Affairs, Security Department and Logistics Service of 9 universities in Tianjin, survey 500 university students by questionnaires, and explore experiences accumulated by universities of Tianjin as well as deficiencies in handling emergencies. Major experiences include:the coherence of work team for carrying out ideological and political education and for handling university emergencies; integration of theoretical explanation andpractical operation in the process of university student safety education; carrying out publicity and education on handling emergencies for students, based on the medium of Internet, etc. Major deficiencies are: the initiative of university administrators for applying ideological and political education needs yet to be strengthened; there is a discrepancy of awareness of the importance of carrying out ideological and political education between different university departments; there is a lack of channel for ideological and political education focusing on high-profile incidents of the current society; there is a lack of interaction and communication between the ideological and political educators and students, etc.The conclusions of this study: regarding the roles played by ideological and political education in the process of handling university emergencies, we believe that the educating function as well as predicting function can be brought into play before the emergencies take place; the channelizing function and safeguarding function can be brought into play during the emergencies happening; the pacifying function and summarizing function can be brought into play after the emergencies take place. The major principles needed to follow while applying ideological and political education in the process of handling university emergencies are: prevention-first,student-centered, quick-disposal, unified-leadership, coordinated-cooperation and act-in-accordance-with-the-law, etc. The concrete measures which can be implemented are: expand and deepen the teaching content of ideological and political education, use multiple approaches to carry out this education, improve the efficiency of ideological and political education and set up efficient channels for the information to disseminate, etc. Thereby the pertinence and effectiveness of ideological and political education for handling university emergences should be strengthened, and university administrators' and students' capability to prevent and dispose emergencies should be improved, while the negative impact caused by such emergencies can be eliminated or minimized, so that support can be provided to maintain the security and stability of a university.
