Urban district is a reflection of the urban basic education resources space equilibrium allocation, the domestic urban primary and secondary students based on the nearest school principle is assigned to the school district of public schools. With the increasing of urban population, school-age children are also increased, the limited seats of urban pubic elementary schools cannot satisfy all school-age children around to the nearest school, leading to the phenomenon of going to the nearest school difficult and crossing district school to choose school is very common. How to dynamically divide into the school districts or automatically assigned to ensure as many as possible students to the nearest school which is a space optimization problem worth studying.Based on present situation of school district seats of supply and demand situation are analyzed in this article, and found the school seats exists imbalance between supply and demand, it is necessary to divide the current school district dynamic adjustment. In order to ensure that more students can achieve go to the nearest school and school-age children can choose school to enroll better. This Article based on the classic location facility model extended to build a public school district allocation optimization model, including public limited school seats of covering the maximum nearby pupils model?public limited school seats of covering the maximum nearby pupils and accessibility optimization model,entrance school total distance shortest and cost minimum public school and private school mixed allocation model. Relying on GIS transportation network path analysis results, use linear programming algorithm, multi-objective genetic algorithm to solve three optimization models, and by Arc GIS Location-Allocation analysis and weight method verify the model calculation results, which proved the validity of the optimization model and the accuracy of model results. The results of the analysis are as follows:(1) By using linear programming algorithm to solve the public limited school seats of covering the maximum nearby pupils' model, obtained the school districts optimize allocateseats results which around the residential areas of the school-age children walk 20 minutes,30 minutes and 40 minutes to the school. It is found that with the walking time increasing the school district scope, seats allocated automatically increasing gradually. Through Arc GIS Location-Allocation analysis verified the model calculation results, which proved the validity of the optimization model and the accuracy of model results, Finally according to the number of different optimization allocate seats obtained that optimize seats is the maximum under the school-age students walk 40 minutes in this model, and as the model of seats allocated optimal scheme, and relying on the GIS technology to get the distribution diagram of optimizing public school district.(2) By using multi-objective genetic algorithm to solve public limited school seats of covering the maximum nearby pupils and accessibility optimization model, obtained at the same time satisfy the maximum pupils coverage and accessibility optimization of two object of optimal solution set(namely Pareto front). Through the weighting method verified the model calculation results, which proved the validity of the optimization model and the accuracy of model results, finally take the results of covering the maximum nearby school-age pupils and its corresponding total time as the model of seats allocated optimal scheme, and relying on the GIS technology to get the distribution diagram of optimizing public school district.(3) By using multi-objective genetic algorithm to solve the entrance school distance shortest and cost minimum public school and private school mixed allocation model,obtained at the same time satisfy the entrance school total time(distance) shortest and total cost minimum of the object of optimal solution set(namely Pareto front). Through the weighting method verified the model calculation results, which proved the validity of the optimization model and the accuracy of model results, finally take one of the entrance school total distance shortest and cost minimum solution set, and to determine the solution result faction as the model of seats allocated optimal scheme, and relying on the GIS technology to get the distribution diagram of optimizing public school and private school mixture seats allocated.Overall, the optimization model in this paper can effectively build to status school district places automatically optimized allocation, and obtained the best allocation schemeunder the different optimal models and the school district optimization graph, can be provided some scientific guidance to the status school seats allocated and school district adjustment, help to realize the equality of education, and provide decision support for the education departments.
