Analysis The Department Budget And Results Between The Sports Bureau Of Hunan And Hubei

With the continuous progress of economic development, Chinese has entered the high-speed economic development period, the budget as an important index to measure the effectiveness of economic development, more and more attention and praise. Sports as an international language, is a country in the international political situation to the position of the window, is a national political stand of the window, it directly reflects a country's comprehensive national strength, its fate and the fate of the country are closely linked.The research method of this paper uses the literature method, interview method and logical analysis method, through the analysis of the budget and achievements of Hunan Province in 2013, and Hubei Province Sports authority departments, timely Difference Sports Bureau two provincial budget, to further explore the differences of two provinces expenditure effectiveness, to provide experience and improvement measures for the provinces of Sports Bureau of the department budget, and continuously improve the efficiency of the use of funds.The conclusions are as follows,first of all,in the two budget, the Provincial Sports Bureau estimates of income are mainly from the financial allocation. Hubei Province Sports Bureau's revenue budget is far higher than the Hunan Province Sports Bureau of the budget. The budget income difference in Hunan Province Sports Bureau is not obvious, while the revenue budget of Hubei Provincial Sports Bureau of the difference is obvious.Then,in the budget, Hubei Province Sports Bureau showed a wide distribution, budget, budget and final accounts of the big difference of characteristics; Hunan Province Sports Bureau and the budget expenditure is just the opposite, the budget is not much, the distribution range of concentration, the budget was not significantly different.In the end,in the budget performance, Hubei Province Sports Bureau budget effectiveness is not obvious, the gold medal was low, wide distribution, the advantages of the project less, no key project group; and the Hunan Provincial Sports Bureau budget outstanding results, the high rate of gold medals, centralized distribution, the advantages of the project, since the project has been the focus group.Specific recommendations are as follows,1Strengthen the consciousness of management of the Department's budget.2To improve the quality of the department budget.3To improve the quality of personnel, enhance skills.4To establish and improve the implementation of the budget evaluation system.
