The Selection Of Accommodation Service Supply Model And Its Influencing Factors In University Research

From the perspective of transaction cost and management cost, universities and students should decide for themselves to choose the corresponding student accommodation service supply model, which should be based on the principle of "comparing transaction cost and management cost as superior or inferior".Due to the influence of student accommodation service charge policy, college student accommodation service has been provided by universities in our country before 1999.Since 1999, our country began to reform of the logistics service socialization in universities, with the implement of student accommodation charge policy, college student accommodation services can be provided by the society in our country.However, the government to adopt administrative intervention on the socialization of student apartment charge policy, service content, etc,which triggered the contradiction between public welfare and marketability of student accommodation service, thus make university student accommodation service supply model facing to a matter of choice.This article from the perspective of public goods theory and transaction cost theory, through to define the attributes of university student accommodation service,by applying the method of breakeven as analysis tool, we choose three different periods of student accommodation supply model in H university as a case, conduct an empirical analysis on transaction cost, management cost and Institutional factors impact on the selection of student accommodation service supply model in universities.Through the analysis, we concluded the following results:Firstly, the university student accommodation service can according to the principle of government and the market share, universities and students can choose the corresponding supply model based on the principle of comparing management cost and transaction cost which lower.Secondly, our country's university student accommodation service supply influenced by the factor of accommodation charge policy, student accommodation service suppliers and service content.Embodied in:before the founding of new China to 1988,it is a "free model" provided by the university;from 1989 to 1998, implement symbolic charge supply model in universities;college logistics socialization reform policies on a trial basis in 1999,university student accommodation service can be provided by the society,but affected by government price controls in a larger extent.Thirdly, taking H university as a case to do empirical research,which proved since 1999,although part of student apartment of H university adopt the BOT model, which constructed and operated by social enterprises and transferred to universities,due to the influence of student accommodation standards without adjustment for 12 years,leading to the above supply model unsustainable,the case of university is in talks with social enterprises for "repo" matters at present.Finally,reflection on student accommodation supply mode in our country, which based on use the successful experience of the United States, Germany, Japan and other countries'university student accommodation service supply model for reference.From adjusting the accommodation fees or accommodation subsidies,and intensify tax credits to the enterprise, and is dominated by the government to repurchase the socialization of student apartment, etc., put forward the countermeasures and suggestions of perfecting the supply of the university student accommodation service in our country.
