The 18 th Central Committee of the Communist Party of China proposed that breakthe barrier of the system,eliminate identity disorder,improve the system of the talent flow among the party and government organs,enterprises and institutions and society.The revitalization of liaoning province must rely on innovation to drive the development.science and technology is supported by scientific research institutions,colleges and enterprise.So,we will improve the flow mechanism between colleges and companies security is one of the important ways to solve it.Especially under the background of a new round of the revitalization of old industrial bases in liaoning province,research on scientific research personnel flowing between colleges and companies has important practical significance.The paper is divided into five parts.The first part is introduction,mainly includes the research purpose,research significance,research methods,literature review and the introduction of innovative;The second part is the introduction of the related concepts and theoretical explanation,which contains the concepts of scientific research personnel,talent agglomeration and university-enterprise cooperation.Theoretical analysis tool is the triple helix theory which is introduced;The third part is to describe the current situation of scientific research personnel flowing between colleges and companies in liaoning province and put forward the existing problems.The problems mainly include that the flow between colleges and companies are impeded,the enthusiasm is not high that scientific research personnel take participate in cooperation and personnel exchanges between colleges and enterprises is not strong;The fourth part,the scientific research personnel in colleges flow between the cause of the problems are analyzed in liaoning province.Main reasons include the government not playing a role of the optimal,flow mechanism between colleges and companies not established and lacking of innovative mode of management l;The fifth part is suggestions,which includes the government playing a role of good optimum,building the docking mechanism and scientific research between university and enterprise,and innovation of the model of personnel management.In this paper,literature method,comparative method and interview method are used to research on it.Through a large number of literature reading,country comparison and visiting survey,the aim is to know about the facts about it,analysis the problem,and ultimately provide effective solutions.The future will further pursue further study for the problem,based on previous research results make the necessary corrections.
