For scientific and technological personnel for effective assessment is found, selection,training, the use of scientific and technological personnel foundation and basis of science andtechnology talents is an important part of the incentive mechanism. Strengthen scientific andtechnological personnel performance evaluation work, will help us find of qualified personnelin science and technology the problem during the process of construction and theinsufficiency, take effective measures to further strengthen scientific and technologicalpersonnel team construction, improve the efficiency of science and technology talents.This paper first to domestic and international relevant scientific and technologicalpersonnel performance evaluation theory and methods are studied, in the scientific andtechnological personnel related concept definition and features on the basis of analysis,expanded the concept of scientific and technological personnel performance. Through theliterature review method collect each scholar scientific and technological personnelperformance indicators, based on the ecological theories constructing a comprehensivescientific and technological personnel performance evaluation index system. The constructionof the indicator system including scientific and technological personnel investment, scienceand technology talent ecological environment and scientific and technological personneloutput three dimensions, a total of five levels,21indicators. Next, set up expert group, theexperts according to Sati’s relative importance scale of each index score, analytic hierarchyprocess (AHP) to the indicators to entrust with the weight, then use fuzzy mathematicscomprehensive evaluation method in Jiangxi province scientific and technological personnel efficiency of empirical research. The empirical results show that Jiangxi province scientificand technological personnel efficiency of the fuzzy comprehensive evaluation value of0.5332,below the national average of0.6994.
