Since 2009, the compulsory education performance appraisal system has been implemented in China. The provincial education authorities develop the performance appraisal program for teachers in the area under the jurisdiction of the province, the county-level competent units develop implementation measures and the schools develop the implementation plan.It has been seven years since the implementation.To a certain extent the system mobilizes the enthusiasm of teachers, improves the quality of teaching and the stability of the teaching staff.What's more it attract more new force to join the education front. However, in the face of more and more suggestions and different voices,what is the real purpose of the performance appraisal in the end ? How to assess to maximize the mobilization of the teachers' enthusiasm for work? There are still many problems which need constantly improving and perfecting in the assessment indicators and the implementation process. On this topic the author draws lessons from the achievements of experience and outstanding cases at home and abroad in the implementation of the performance appraisal, analyzes the existing problems of the primary school teachers' performance appraisal in HH town and puts forward some suggestions and opinions. The author hopes this research for the teachers' performance appraisal program in the region can provide some strategic support and help.The HH town primary school teachers is the research object for the research of the performance. The writing ideas follow the description of the “present situation-problem analysis- countermeasures and solutions ". In this paper, the actual situation of the performance appraisal system of HH town primary school teachers is investigated deeply, and the methods of questionnaire investigation and interview are adopted. Through the survey found that the teachers' performance appraisal system of HH town primary school has the following problems: the assessment of the target positioning erratic, assessment index is not reasonable.For the lack of fairness and democracy assessment process, assessment results quantify the deviation etc. Then the paper analyzes the reasons of the problems in the performance evaluation of HHtown primary school teachers, which is the lack of the concept of modern performance evaluation, the lack of democratic assessment policy formulation, the supervision mechanism of the assessment is not perfect and so on. Finally, aiming at these problems, the author puts forward the countermeasures, such as establishing the correct concept of performance, establish a scientific evaluation index, ensure the fairness and transparency of the evaluation process and results, and based on the Balanced Scorecard Principle for HH town primary school designed performance appraisal specific optimization scheme.
