Xinjiang Uygur Autonomous Region is one of footholds for modernization of China in the strategy of development of the western region. In the construction of the Belt and Road, Xinjiang has become an area of interest to nation-building. Its development is in favor of integral national development, and prior development of education has been an important mission in the process of its developing. Language education of minority gets an important place in the progress of personnel education and training plan, such as bilingual education and foreign language education, etc. in which, informatization of social life and economic globalization has extruded the significance of English education increasingly. Therefore, effective implement of English education has become main part of talent training plan of Xinjiang Uygur Autonomous Region. Foreign language education planning is a part of language planning and many government sectors attach great importance to language planning, because this involves significant problems of a country like politics, economy, diplomacy, military affairs and security. South Xinjiang seems to be relatively backward and ill-informed and English language teaching hasn't been paid enough attention from beginning to endTherefore, this thesis chose Khotan Bilingual Middle School as the object of investigation to further understand the current situation and planning of English education in Khotan region, found that without well English learning environment students there are gradually losing interests in English. Besides, school and local government pay little attention to English education, neither the teaching materials nor student books are suitable for students, even the English courses' arrangement is not reasonable at all. All those problems make English education in an unpleasant situation in Khotan region. To solve these problems, this thesis studies demands and advice of teachers and students for English teaching by questionnaire and interview, based which this thesis probed into the current foreign language planning and education of this region,combined which through six objectives that Kaplan and Baldauf (1997) considered should be included in language acquisition planning and put forward relevant advice, for instance: 1. Training trilingual teachers; 2. Fquipped with well teaching facilities; 3.Encourage people establish English institutions; 4. Change or rewrite textbooks; 5. Pay attention to the mass media channel of learning English. So as to influence talent training of poverty-stricken area of minority represented by Khotan and make it accord with national strategic planning and make a contribution to stable economic and cultural development in China.
