School choice is a widespread and complicated social concern that is worth being investigated and worth being researched.Parental primary school choice has long been neglected by domestic researchers.The research starts off with an investigation into the parental primary school choosing in D Area,Baoshan District,Shanghai.Related research objects include the nearest-school-entrance policy and the quality of public schools.The research therefore went steps forward to the problems hiding behind the parents' acts of choice,and then put forward proposals for countermeasures.The current achievements from home and abroad in the theory research field and the conducts of school choice policy in developed countries have been collected,contrasted and rearranged.This research is carried out on a basis of summing-up of the gains and losses in current achievements.Investigating and interviewing were applied in this research among three primary schools in D Area to focus on the parents' acts of primary school choosing.380 parents from Grade 1 were investigated and interviewed on acts of choice.150 parents from Grade 2 were investigated on choice satisfaction.Some parents from Grade 1 and Grade 2 were also interviewed during the investigation.Through analyzing the figures and the interviews,documentary analysis and comparative analysis have been comprehensively used.In parents' visual field,try to reveal the existing problems in school-entrance policy,parents' action,and the object of choice.The writer has laid stress on analyzing the blurs,the defects in policy and the contradictions between the policy and parents,on parents' non-restrained actions and their vacancy of information and capital,on the disparity and gaps among public schools and on quality and characteristics of public schools.Proposals and countermeasures have been offered from different aspects.From the aspect of policy,a value orientation giving consideration to both educational equity and educational choice is needed,and the experimental policy on residency-based school entrance should be improved to be adequate.From the aspect of parents,some preferential policies,a school choosing information system,and an educational voucher program should be considered.From the aspect of public schools,educational software quality and school characteristics should be both improved to satisfy the parents.At the end of the research,to have a full and deep view of parental school choice and create a blueprint for reform,the importance of four key words(fairness,freedom,democracy and legislation),and the promoting effects from social progress are also mentioned.
