Education is the basic of a One-Hundred Year Strategy of a Nation.In our country,the government undertakes the main body responsibility of providing education.From elementary education to higher education,public schools are the main body.There is imbalance between regional development,as well as waste and inefficient coexistence.Public choice theory holds the view that the government is composed of individuals,and the essence of individuals is economic man,the aim of whom is to maximize their own interest.Government failure is the manifestations of the nature of the government,which is inevitable.The government has its own interests to pursue,and education can hardly dominate the government's decision-making process.In this case,private education provides a development idea of solving the problem of avoiding the government failure and effectively increases the supply of education resources.The social economics of Shenzhen Nanshan District,Shenzhen City is relatively well developed.After over 20 years of development,private education has become an important part of Nanshan's education business.On the one hand,the overall cultural quality of the citizens is relatively high.By international cooperation,introduction of international high-quality education resources,and creation of an international education team,high-quality private education has satisfied the needs of characteristic,international selective education of these citizens.On the other hand,as a large number of builders flock into Shenzhen,Nanshan District is a densely populated area.Due to lack of public elementary education degree,or policy constraints,some of these new city builders' children cannot enroll the public schools.The existence of private schools helps dealing with the insufficient of public education,and meets the education needs of these new city builders in Shenzhen.At present,there is a lack of management,as well as unreasonable macro-coordination and layout in non-governmental elementary education in Nanshan District.Because of the lag of policies and regulations,the limited effect of supervision and support,there is a contradiction between social demand and regional education development plan.The development orientation of Nanshan District as a world-class innovative costal central district requires correspondingly high-quality and balanced development of elementary education,including private education.With the adjustment of national and provincial enrollment policy,more and more children of the new city builders in Shenzhen can enjoy public education resources.On this basis,Nanshan's private education should gradually develop into a representative of quality education resources.Based on the mainstream mature theory of public service socialization,combined with the actual situation of Nanshan District,This article introduces the development process and current situation of private basic education management in Nanshan District from the perspective of government management,and points out that the problems of private elementary education management in Nanshan District.This article analyzes how to better conduct the top design,strengthen macro-coordination,classify management and support,convert the regulatory approach,strengthen the supply-side structural reform of private education,so as to promote the balanced development of Nanshan's education,and to meet the diversity of private education needs in Nanshan's society.
