Monitoring Project Bidding Procurement Of Internal Control And Evaluation Research In J College

With the rapid development of colleges and universities,the conditions of scientific research has a qualitative leap,the funding of colleges and universities also showed a trend of diversification.In the face of the rapid development of higher education,the bidding activities of colleges and universities have become one of the most important economic activities.However,with the increasing number of bidding projects,many colleges and universities have realized the importance of procurement system in colleges and universities.At present the research of internal control in colleges and universities is still at the exploratory stage,according to the present situation of bidding in the internal management of bidding and procurement.Although many scholars study the construction of internal control system through the investigation and study,and put forward many suggestions,but how to grasp and improve internal control,how to evaluate the effectiveness of internal control,still lack a relatively clear method.This paper analysis the current problems of China's university internal control,combined with ?China's basic norms of internal control? and ?internal control evaluation guidelines?,,based on the five elements of COSO method,then refine the elements of internal control;establishes the evaluation of internal control model through the operation of AHP and the fuzzy evaluation.Through in-depth analysis of the project safety monitoring system of J University,the questionnaire evaluation of internal control based on the model which draw the conclusion that J in procurement and internal control evaluation results.The paper provides some ideas for the quantitative study of the internal control of the bidding and purchasing in colleges and universities,which has certain practical significance.
