Culture is the soul of a nation,but also a foundation of the existence of the nation,it is a nation continue to move forward.Is with the economic globalization and modernization of the accelerated process,accelerated the different cultural forms of integration and penetration.Ethnic minorities in the culture of a major change,leading to the decline of traditional culture of ethnic minorities,ethnic culture,a serious crisis of inheritance.In order to better inherit and protect the traditional culture of ethnic minorities.Therefore,in 2013,the Ministry of Education,the Ministry of Culture and the State Ethnic Affairs Commission jointly issued the "Opinions on Promoting the Inheritance and Innovation of National Culture in Vocational Colleges",which specifically elaborated the importance of promoting the cultural transmission of vocational schools.Thinking,overall goals,key tasks,work measures and organizational security in six areas.The author takes the policy protection as the research subject,chooses the Miao batik process in Guizhou Province as the starting point,selects the two schools of the Kaili College and the Southeast Guizhou Polytechnic Institute as the research sample,through the two schools participating in the batik course students,teachers,The president of the questionnaire and interview survey,analysis of vocational colleges in Guizhou Province Miao batik process heritage status,summed up the vocational culture of national cultural heritage policy implementation effectiveness and policy protection problems.Such as the vocational school national cultural heritage policy is not comprehensive enough,there is no follow-up policy to protect its implementation and other issues,policy implementation is reflected in the lack of funding,lack of teachers,lack of national folk culture teaching materials,the development of national culture curriculum content A four aspect.And analyzes the influencing factors of the inheritance of national culture from the level of school manager,teacher level and student level.Finally put forward the establishment of a sound policy support system,the establishment of funding security mechanism,co-ordinate the construction of teachers,improve the national school-based teaching materials and other policy safeguards.This paper uses the methods of literature,questionnaire,interview and other research methods to analyze the different views of policy making and policy implementers.Combining qualitative research with quantitative research,this paper investigates the status quo of Miao batik process inheritance in Guizhou vocational colleges This paper puts forward the policy guarantee of the national culture inheritance of vocational colleges according to the problems of policy formulation,policy influencing factors,the effectiveness of policy implementation and the problems in the process of policy implementation.Six points to solve the strategy: to establish a sound policy support system,the establishment of funding security mechanism,co-ordinate the construction of teachers,improve the national culture of school-based materials,reform evaluation mechanism,deepen the teaching content to explore.
