With the fast development of economy globalization,higher educational internationalization has become an important development trend.All countries around the world have set internationalization of higher education as a strategic goal,and actively carry out talents joint-training program in order to push forward the process.Under the framework of “U.S.-China High-Level Consultation on People-to-People Exchange” international education policy,Sino-American Cooperation on Higher Education and Professional Development(CHEPD)serves as one of the most important platforms for Sino-American higher education cooperation,among which it lasts for the longest period,involves in the largest number of universities and the broadest cooperation fields.This thesis brief introduces CHEPD by studying the content,nature,implementation of it and then conducts a comprehensive analysis on its status quo and effect,from four perspectives,namely,government policies,administrative organization,management model and quality assurance mechanism;Based on the case study of Huaqiao University,it dissects the implementation of CHPED,and finds that there exist five problems that need to be addressed,such as inefficient communication between administrative departments,less diversified majors,overloaded study-abroad expenses,inconvenience in credits-transfer,imperfect international consciousness of faculty members.Through research and analysis,it concludes that the underlying courses for the above problems lie in a lack of an internationalization concept of putting people first,a lack of an effective policy implementation mechanism and a lack of professional executive team.To solve the above problems,this thesis puts forward practical and workable countermeasures for colleges to improve the quality of international exchange and cooperation.
