Since the reform and opening,industry associations have mushroomed.With the development of the market economy,the association,as a bridge between the government and the enterprise,has gradually become a means to regulate "market failures" and "government failures." At the same time,the drawbacks of the development of the association also appeared.The most deadly thing was the over-concentration of administration,which made the association gradually become an extension of the power of administrative departments.The issue of administrative association not only jeopardizes the sustainable development of the association,but also seriously hinders the development and improvement of China's socialist market economy and politics.To this,the Central Committee of CPC issued a series of reform measures.At the party's 18 th National Congress,the Central Committee of CPC called for an overall deepening of structural reforms to promote the transformation of government functions.The Party's Nineteen Party Central Committee once again emphasized the deepening of reforms in government institutions and administrative systems.In 2015,the State promulgated the “Delinked Reform Program for Trade Associations of Chambers of Commerce and Administrative Agencies”,which requires that the association be decoupled from the sponsors,supervisors,contacts,and administrative agencies at all levels.After the decoupling,the association and the administrative agency achieved separation of the “five separations” — separation of institutions,separation of functions,separation of assets from finance,separation of personnel management,party building and foreign affairs.In order to implement the spirit of the Party Central Committee,in 2016,the Sichuan Provincial Government promulgated the Implementation Plan and required the dismantling of 62 industry associations and administrative agencies across the province.As the first unhooking association of the sports system,Sichuan Sports Venue Association actively implemented the decoupling policy.Under the guidance of the Sports Bureau decoupling work group,the decoupling work was basically completed in October 2016,and the goal of “five-disengagement and five-standard” was achieved.However,how should the disassociated association conform to the new situation and seek its own development,becoming an issue that the association and the government urgently need to solve.Therefore,this article uses the Literature data method,Interview method,Questionnaire method,and Mathematical statistics method to investigate the status quo before and after the delinking reform of the Sichuan Sports Venue Association,and specifically investigates the historical background and management system of the association and membership.Through the research on the status quo of the association before and after the decoupling reform,it analyzes the impetus and resistance that the association faces in the development of the delinking reform,and combines the actual situation of the Sichuan Sports Venue Association to explore the countermeasures for the reform and development after the association separate itself from the government.Based above it draw the following conclusions:1.The association is carried out in time and place.First,China Sports Venue Association has also been reformed.Second,the Sichuan Sports Venue Association has a good foundation.The new leaders of the association have a wide cross-section and work experience.2.Management system:(1)After the association was delinked,the organizational structure was relatively macroscopic,with only two groups of experts and supervisors added.(2)To establish a service-oriented functional orientation to solve the problems faced by the member units.(3)The management mode of public institutions is basically used in the management of assets and personnel.In terms of capital structure,the Association's income is mainly based on dues and service revenues.Its revenue in 2017 was 588,000 yuan.Expenditure was mainly administrative expenses,and the expenditure in 2017 was 412,200.It was used to increase service expenditure and there was no employee training expenditure.(4)In the aspect of the Party's construction of a foreign affairs system,the management mode of public institutions is basically used,and foreign affairs are restricted by policies and are difficult to carry out.3.Membership:(1)After breaking away from the government system,the credibility of the Association declined and six old members were lost.By broadening the scope of membership,76 new companies,colleges and districts and counties have been added.By the end of 2017,there were 91 member units,which greatly increased the influence of the association.(2)There are still many problems in the management and operation,construction and maintenance,opening to the outside world of prefectures and state sports venues:1)In terms of management services,the membership lacked innovation and advanced nature,but hoped to change.90% of venues are self-owned by institutions;85% of venues do not have websites,WeChat,Weibo,app,or online booking venues.However,95% of the member units are willing to establish a network information platform;0 stadiums use the management service star rating,of which 85% of the members hope to unify the management of the service star standard,according to the standard of its management service level for star rating;2)In terms of insurance mechanism,85% of venues have high-risk sports activities(mainly for swimming),60% of venues have purchase insurance,the type of insurance purchased is relatively simple,and public liability insurance is the mainstay.For stadiums in Sichuan Province,the amount is As a result of a customized insurance plan and a unified way of buying insurance,70% of the venues are willing.3)In terms of management personnel,85% of the venues are not professionally trained except pre-post training.4)In terms of sports culture construction,45% of venues have sports culture construction.The main forms are sculpture,text and drawings.5)In terms of construction scale,venues can host more national competitions.Only 4 stadiums in the survey can hold international competitions,and remotely lagging places can only host provincial and municipal competitions.6)In terms of opening to the outside world,more than two-thirds of the venues are open for more than 50 hours a week.The number of open projects is more than 5 kinds.More open items include table tennis,badminton,basketball,gateball and aerobics.project.
