Research On Current Situation And Dilemma Of Industry Association In The Context Of Separating Government And Community

With the advancement of market-oriented process and social system reform,the reform and development of trade associations have been put on the agenda.The 18 th Communtist Party Of China(CPC)National Congress indicates the direction for Industries Association,And ask play a positive part in the economic spheres,requiring them to achieve the "five separations".Decouped government with industry associations is still in the exploration stage,which is still a long way in the future.If handle it not well,which makes it difficult for the goverment to get rid of the role of ‘thousand-hand guangyin';For the industry association,it is difficult to guarantee the healthy development after the reform and to play the industry function,which results in the failure of social governance.Therefore,which needs to explore it in the paper for the subsequent development.Base on transformation of government functions in the paper,To exploring reform Between trade association and goverment in jiangxi province by document literature and case analysis and interviewing method.Firstly,It describes the basic information of160 industry associations,Which included part-time of leadership,financial assets,office space,administrative functions and the establishment of Polity organizations.Secondly,It selected that two industry associations with different qualities were research objects.Firstly,Dedescribing refom information between mixed(private)industry associations and government-driven industry associations.Secondly,the factors affectingreform of associations are related to the independence of associations and the inadequate policy support.Finally,the difficulties encountered after reform according to the actual situation of the case,which reflected in funds,Human resources,unclear functions,public trust and political and social relation so on.This paper puts forward Suggestions from the four aspects of association,government,association relations,and enhancing the credibility of the industry: first,the industry association should first make clear the concept of independence,make clear the functional allocation of the association,and establish a management mechanism for the lack of funds;Second,the government should establish the concept of decoupling and sticking to the management,strengthen the supervision system of industry associations,and accelerate the transfer of government functions.Third,to build a new type of interaction and cooperation between the association and the government to govern the society;Fourth,to enhance the credibility of the industry association,from the promotion of industry representativeness,improve the self-discipline mechanism ofthe industry association.
