The school development plan is the soul of a school's development.It points out the key points,problems,and directions for the development of the school.A school can only develop a plan that meets the actual conditions of its school development in order to take steps and methods in a better direction.In December 2017,the “China Teacher Education Teacher Training Alliance” sponsored by East China Normal University was successfully held in Shanghai in 2017.The annual conference centered on “Teacher Training Practice and Innovation” and conducted an in-depth discussion on the professional development and training of teachers.At the same time,it also awarded the first prize of eight best practice cases.The “Mingde Education Public Welfare Project” is also the only one of the public welfare projects that also successfully won.This is an important achievement of the “Mingde Education Public Welfare Project” from 2012 to the third stage.It is an innovative “three-phase integration” mode of study for the Mingde Primary School Principals and self-diagnosis of “indicative quantitative” school development level.The table and the "standardized and systematic" Mingde characteristic management platform brought advanced management concepts and practical management methods to Mingde Primary School.Mingde Primary School has entered the fast track of connotative development,and in this,the most central The content is the school development plan.This study takes the implementation effect of the school development plan as the main research content.It uses the self-diagnosis table of the school development level as a tool to bridge the pre-and post-test data of the 10 project provinces of the two project years.The implementation,internal operations and external support were sorted out and summarized to ensure its implementation.This research mainly uses the literature research method,the work analysis method,the statistical analysis method and the interview method,and draws the following viewpoints:(1)From the comparison of post-test data and pretest data at the school level,we can see that the school has achieved the school development level through the implementation of the school development plan.As a result,school development has gained tremendous momentum.(2)Through the development of the school development plan,the development of the three dimensions of the school's academic ability,personality cultivation and school management has a scientific and rational direction.At the same time,there are clear and concise procedures for finding and solving problems.(3)In order to maximize the effectiveness of the school development plan,this study believes that construction should start from the following aspects: start from the inside,continue to increase the strength of the principal training,enhance the principal's professional development ability and the ability to operate the school's development plan,followed by Successive principals do a good job in the transfer of work and online learning courses,and finally the school must be more responsible to do internal assessment work;second is to start from the external environment,the provinces involved in the Matilda project should increase the importance of the Mingde education public welfare projects In order to improve the execution of provincial and municipal project management,secondly,provincial experts should strengthen their guidance,and the professional and technical steering group should improve their service ability while improving their own learning ability.
