With the development of world economic globalization, networking, digital, the world has entered the era of knowledge economy, the competition between enterprises become more intense, and the talent competition is the key to the survival and development of enterprises. More and more enterprises managers realize that talent is the most valuable resources and wealth, only fully found talent, mining talent, to play advantage, to mobilize the enthusiasm of the staff, in order to promote the development of enterprises. Therefore, to the enterprise, in the modern era, how to improve the efficiency of human resource management, better use of human resources is an important issue for every enterprise. Human resource has become the ability and power to promote the social and economic development, in the new situation, the electronic human resource management of system emerges as the times require.Based on the enterprise human resources management’s demand as the starting point, the design and development of a human resource management system based on Web, has realized the main functions of personnel management, salary management, performance management and education training management, providing integrated information platform for the enterprise human resources management, become a support tool of enterprise talents, management talents decision making. This paper mainly completed the following work:(1) investigation of the enterprise business process and demand of human resources management, the clear aim of development and the scope of the development human resources management system, to determine the functional requirements and performance requirements of the system.(2) The human resource management system to support multiple clients at the same time operation, in operation, very easy to cause the asynchronous data. In this paper, a design of RMI synchronization mechanism, multi-threaded operation data synchronization through a language level synchronization primitives built into Java, guarantee the integrality and consistency of data.(3) It using J2 EE multi-layer architecture and MVC design pattern, proposed the realization scheme of the whole system architecture, technical route and function, construction of human resources management enterprise systems based on B/S using JAVA lang uage.At present, the human resources management system has been put into use, the system is running stable, good use effect. The human resource management system can automatically collect, collate and analyze the staff attendance, performance, salary and other information, reduce the human resources management staff workload, improve human resources management efficiency.
