The Implementation And Integrationof The Design Of Electronic Document And Fixed-layout Document

Compared with the general electronic files, the files in the e-government environment have important value and meaning. Compared with the traditional paper files, the management of electronic files in e-government faces with many risks and challenges.This paper discusses the basic concepts and related theories of electronic documents, makes in-depth research on fixed-layout document technology, and achieves results. Meanwhile, develops a prototype of an electronic document management system for e-government. The main contents are as follows:We discuss the domestic and overseas research achievements in the field of electronic document and layout of the document, take more focus on the evident value of electronic documents under e-government environment and the long-term preservation of electronic documents.We research on the China’s own fixed-layout document standards, OFD, and analyze the similarities and differences, advantages and disadvantages between OFD standards and PDF standards, and make a result that the OFD standard is more suitable for t the field of electronic documents in the e-government.We make a integration of the electronic document and OFD technology, design a electronic document management system base on the OFD standard, including technical architecture of the system, module division, business processes and implementation techniques.4. We Program a prototype of an electronic document management system of e-government base on JAVA technology. We integrate the OFD plug-in, and ensure the authenticity, integrity and availability of electronic documents. We also test the functionality and performance of the system. The test results show that the system can support electronic document management services for small and medium units.
