With the gradual improvement of the national transportation network in recent years,according to the actual situation of the industry, the State Road transport management agencies in Gansu province carry out a variety of road transport workers’ education management work. These measures not only let the professional knowledge of the employees have been improved, but also has been improved. However, the current Gansu province has not formed a scientific and effective way for the training and assessment of road transport practitioners. The professional technical level is uneven, the training and certification system is not comprehensive. To strengthen the management of basic information on employees to ensure the continuous improvement of the technical level of employees, but also to establish the electronic file, to facilitate the allocation and management of human resources, through human resources training to promote the improvement of road transport safety. At the same time, due to the current industry practitioners continue to lack of educational resources and technical capabilities, the urgent need to establish a strict examination system, to ensure that all employees must pass the qualification examination, after a regular basis for the organization to continue education and examination and qualification examination.Based on the specific needs of the transportation industry in the training and assessment system, the basic information of employees to continue education process. In this paper, a set of training and assessment system for road transportation is analyzed and designed. The system uses three layers system structure, analyzes the problems of the continuing education system and the link to continue to improve. With the development of the current situation and the future development of the business needs of the possible changes in this paper according to the functional characteristics of the system will be classified into four main functional modules, namely, personnel information management module, training management module, integrity assessment management module and test management module.Focus on the design and implementation of each module, and finally to verify the performance of the system to achieve the design requirements of the system.In the process of system development, through the use case diagram, sequence diagram, flow chart and so on to the object involved in the modeling, in strict accordance with the software development process, the needs analysis, system design, database design and the design and implementation of the various modules.After testing and trial, this system built an scientific and reasonable education and examination mechanism for the employees. It is useful for improving the technical level,work ability and personal quality of the employees and help employees to carry out related training and learning and saving the training time and human resources. In conclusion, this system designed by this paper can improve work efficiency of employees and help us improve management efficiency of personnel information management.
