China’s Beidou Satellite Navigation System has been officially adopted into the Global Radio Navigation System by the the IMO Maritime Safety Committee, which means that Beidou Navigation Satellite System has been recognized as the maritime satellite navigation system internationally. At present, compared to the mobile terminal, the development of the PC-based electronic chart display system is more mature. In this paper, a platform based on electronic chart is developed on the mobile terminal Beidou user machine. And with the PC electronic chart, Beidou Navigation Satellite System position and short message communication function we had, this paper is aimed to study and realize the Beidou positioning, searching and rescuing system.This paper has analyzed the development status of electronic charts and satellite positioning technology. The Beidou system with positioning, searching and rescuing function which based on electronic chart is established. The combination of electronic charts display system and satellite navigation system contributes much to the safety of ships on the sea. The scheme which implement the communication and orientation between boat side and shore side on the platform of electronic chart display system is proposed. The main innovation of this thesis lies in that the display function of electronic charts and the communication function by short message are implemented on mobile user machine. The main work of the thesis can be summarized as follows:This paper analyzes the S-57 data transfer standard and S-52 display standard firstly. On the basis of that, the raw chart data is analyzed, then user machine’s electronic chart display application is designed employing the Mercator projection transformation, coordinate transformation, charts redundant data processing and screen cutting technology. At last the basic display function of the electronic chart on the user’s machine is acheived, which includes the display mode, language selection, zoom display and color scheme.Secondly, combining with the electronic chart of Beidou user’s machine, the PC electronic chart we had, Beidou equipment, Beidou Navigation Satellite System and short message communication, the function of locating a ship at sea, position searching, short message communication and so on are achieved. What’s more, we can use short messages to realize the function of communication and asking for help for ships at sea or the ship s on shore-side. Meanwhile, we can get the real-time location of the ship at sea so that the shore-side control center can effectively manage ships at sea.Finally, the basic display function, the system location and rescuing function of Beidou electrionic chart are implemented The effectiveness of the system is verified on the user machine and the PC machine.
