The Study On The Construction Of China Press Council

From the current situation of the news industry self-regulation, the existing problems of the News Ethics Committee’s operation, we can see that there are many problems exist in the Press Self-regulation. Firstly, this paper demonstrates the necessity to establish the Press Council in China from three aspects: News Ethics Committee is not an self-regulatory organizations with independence; All-China Journalists Association do not have the legal authorization to identify and investigate the unprofessional conduct of journalists; providing non-litigation solution channels for news dispute.We take the case of Britain to analysis the standards of establishing the newspaper self-discipline supervision organization and how to realize the organization’s objectives, and based on the analysis of Hong Kong Press Council’s experience and lessons on the operation process,, which offering reference and recommendations for China Press Council. This paper establishing China’s Press Council mainly from four aspects, including the organizational structure and personnel settings, work responsibilities and authority, complaints scope and manner, complaint processing workflow, which design to ensure the independence and effectiveness of China’s Press Council. Adding the audit investigation mechanism and the appeal review mechanism, this paper has improved the system of the Press Council’s appraisal procedure.To restrain the professional ethics of journalism, news industry, media and its practitioners are the main object of constraints,which need to cover in the self-regulatory system, but the discipline supervision system can not only govern by government or industry news organization. in addition to the legal constraints and government regulation, it is necessary to establishing an independent and impartial self-regulation organization and standardized supervision mechanism for the long-term development of news industry.
