With the integration of industrialization and information technology, the industrial control system and the enterprise information system and the Internet are experiencing more tight connections. This means that the fragile industrial control system becomes more vulnerable to attacks from external networks. Meanwhile, with the "smart water" concept proposed, currently it becomes a trend of using the digital acquisition device, the wireless network, the water pressure gauge and other online monitoring equipment to achieve real-time monitoring of the operating states of urban water supply, drainage and sewage treatment systems, and adopting a visual way to work out the urban water control system, through organic integration of the water management departments and water supply and drainage facilities, for analyzing and handling massive water information in a timely manner and making appropriate advices and suggests for the processing results, in order to manage the entire production, administration and service process of the water system in a refined and dynamic way. Therefore, as an important component of the industrial control systems as well as an important infrastructure for the modern urban construction, the security issue of urban water control system has become a very hot spot in the information security research.Since the water control system is of continuous operation and production system that requires continuous running, hence the research of key information security technology usually is not performed on the actual operation of the system but construction of the water application simulation system to provide an effective experimental environment.This thesis designed and achieved the water control simulation system in combination of real hardware equipment and the physical simulation model, and worked on the following three aspects based on the simulation system:1. It took security protective measures to the designed simulation system from three points:the upper management level, the station control level, and the site level, in addition to appropriate arrangement of safety protective equipment, forming the protection system combining positive detection and passive defense.2. It performed the simulation attack test on the simulation system and verified the effectiveness of the protection system composed of positive detection and passive defense. Meanwhile, it carried out risk analysis on the fragility and potential threats found in the simulation attack test;3. Take a risk assessment to the water control system’s information security based on FAHP theory, and verify the validity and applicability of the simulation system.This thesis was intended to build information security reference model for the water industrial control system in reference to the research on the water control system information security’s key technologies, in order to provide a better theoretical basis for the promotion of the water control system’s information security technology. Some study results have been put into use by some enterprises in the water industry.
