China’s press and publishing industry has basically completed the transfer of enterprise restructuring,market awareness gradually increased.But compared with other industries,the press and publishing industry is still existing the problem of low degree of marketization,industry monopoly,regional segmentation phenomenon is still serious.At present,the domestic press and publishing industry is in the period of the digital transformation,book publishing is relative lag.For book publishing enterprises,digital transformation is an opportunitie,and at the same time is a challenge too.Performance management is an important part of human resources management.Balanced Score Card(BSC)as an effective strategy tool,is increasingly known for the enterprise.With a full awareness of publishing industry development and company present state,this paper integrated adopt literature consulting method,questionnaire method,case method,based on the BSC theory and method to study the C publishing company performance index system.Firstly,comprehensively collect and sort out the current situation of C publishing company performance appraisal data,on the basis of in-depth analysis,make clear its significant problems through the questionnaire survey method;Secondly,analyze the company strategy through strategic seminar,determine the company development strategy,establish library performance evaluation indicators,and draw the map of company’s strategy through extract the key performance indicators;Thirdly,experts set the performance evaluation index weight use Delphi method,set up the BSC of company level,on this basis,build the performance index system of department,staff level respectively,and establish the BSC of department,staff level;Lastly,implement the BSC in the company,and perfect the performance appraisal system in the implementation process.In this paper,the Balanced Scorecard theory is used to establish a relatively scientific,perfect and implementable performance evaluation index system for C publishing company,to strengthen and improve its performance appraisal.In the process of building the performance index system,the company’s strategy is decomposed into the department and the staff through the establishment of reasonable index weight,so that the goal of the department and the staff is consistent with the enterprise goal to ensure the realization of the enterprise strategic goal.
