Government Purchase Of Library Service Present Situation Investigation And Analysis

With the rapid development of national economy,many people have placed a higher demand on the public cultural services.It has led to the wave of the government purchasing the public cultural services.As an indispensable site that offers the public cultural services of knoxwledge,the purchasing service of public library has attracted wide attention.The governmental purchase of public library service is different from the traditional supply of library service,which can be reflected in the change from being government-oriented supply to the multiple suppliers being supplemented by the social supply.With the supply system of governmental monopoly falling apart,it has not only enhanced the flexibility of governmental system but also reduced the financial pressure on the government.Hence,it has presented a new opportunity to the service of public library.Besides improving the utilization rate and mobility of the library resources,it can also facilitate the building of main library and branch libraries as well as increase the reading coverage.Moreover,it can make the reading services accessible to those readers equally,thus pushing forward the sustainable development of public library.What is worth reflection is how to ensure the increase in the efficiency of public service and the sustainable development of purchasing projects under the background of the win-win result brought by the governmental purchase of public library services to the government,library,readers and enterprises.The governmental purchase of library services is a cyclical process which needs the constant improvement and long-term practical test.During the process of actual operation,the governmental purchase of library service project is still faced with many problems and difficulties.It is quite important to overcome those challenges and achieve the development in the long term.By surveying and analyzing the current status of governmental purchase of public library services,this paper has identified some problems existing in the actual cases and analyzed the cause of those problems.Some advice and countermeasures have been also offered accordingly.The first part of this paper is concerned with the current status of the governmental purchase of public library services.The development stage of the public library services in China will be analyzed in terms of research status and practical status.As to the practical status,it has also elaborated on the purchasing system,main components as well as the mechanism for supervision and evaluation for the governmental purchase of public library services.The second part of this paper consists of the case study and effect analysis for the governmental purchase of public library services.It will discuss the survey scheme,basic condition of survey cases and result analysis of survey cases.The survey cases have included Hefei Binhu Century Library,Wuhu Jinghu Library,Hefei 24-hour Self-service Library and Jiangyin Sanwei Shuka.The reader satisfaction and employee satisfaction have been surveyed in Hefei Binhu Century Library and Wuhu Jinghu Library.The survey of reader satisfaction and effect analysis have been conducted in Hefei 24-hour Self-service Library and Jiangyin Sanwei Shuka.The third part of this paper is about the diffculties and the problems of the governmental purchase of public library services.In order to summarize the major problem confronted by the governmental purchase,this part from three aspect to analyze that government,enterprises and operation of library purchase service.Next,summarize the causes of problem.The forth part of this paper is the development recommendations of the government purchasing the public cultural services.echo the problems of the third part that offers proposals to solve and summaries the future trend of the governmental purchase of public library services.The last part of this paper is the conclusion and prospect.It summarizes the research and look forward to the future of the government purchasing the public cultural services.
