Research On Government Purchase Of Public Library Services

The asymmetry between the service ability of the traditional library and the social public demand has become the important reason that restricts the improvement of people's cultural quality and ideology.Under this background,the Chinese government should cooperate with the social forces to change the situation of the univariate main body management library,and make up for the deficiency coordinated supply of multiple subjects,so as to realize the transformation and upgrading of the public library service system.The public Library plan for 2017 proposes to encourage social forces to participate in the construction of the public library service system,by deepening the reform of the corporate governance structure of public libraries、supporting social forces to participate in the construction of public libraries and carrying out extensive cultural voluntary service.The Law of the People's Republic of China on Public Libraries in 2018 stipulates that people's governments at or above the county level should actively mobilize social forces to participate in the construction of public libraries and provide policy supports in accordance with relevant state regulations.Therefore,it is of great practical significance to study the mode of government purchasing public library services timely manner to promote local purchasing practice and social progress..This paper uses literature analysis,policy analysis,case analysis,through the analysis of relevant documents,policies and regulations and typical cases,to find out why the government should purchase library services and the development characteristics,content,course of the purchase,and it summarized and analyzed the achievements and shortcomings in practice,Based on the analysis of the operation mechanism of purchase,the feasible countermeasures and Suggestions are put forward.First of all,it explains why and what is the significance of this topic;integrates and analyzes the research results of domestic and foreign research on this topic;at the same time,it briefly describes what methods and ideas are used to write papers and the possible innovations points.Then it summarized the real factors which promote the purchasing of public library services,which theories promote its development;and the supporting conditions to purchase public library services.This paper mainly focuses on the two stages of purchasing practice of public library services in China,the content of the purchase,the subject of undertaking,the way of purchase,the characteristics,the results achieved and the existing problems.Meanwhile,the operation mechanism of government purchasing public library service is analyzed.Finally,in view of the existing problems,some suggestions are put forward that the public should enhance the consciousness and ability to participate in the government purchase,the government should strengthen the system construction of the public library service purchase,the government should support the main undertaking of the public library service,and the government should establish the efficient operation supervision and performance evaluation system.It is hoped that this study can provide a solid theoretical basis for the purchase of public library services in China,promotes the continuous improvement of the way of government purchasing public library services,and provides solutions for the government to solve the same problems in practice.
