With the rapid development of information technology,the command and control system(C2)that was originated from military applications is now in the phase of transformative progression to meet requirements of the modern war.Along the advancement of the cooperation of army and civilians,applications of the C2 are becoming ubiquitous in all aspects of civil economic fields,such as fire command,traffic control,and air traffic control,etc.Generally,C2 is demanded in scenarios that involve social activities.As such,it is a key for the validity of C2 that how adaptive the C2’s architecture and logic design is to dynamic environments of applications ranging from military to civilian needs.Hence evaluation of the C2’s architecture becomes critical for understanding its adaptiveness to the dynamically changing tasks.That itself is a system engineering of a great scale,since the theories and technologies behind are very complicated.This article aims to analyze the background,significance and current status of the C2 and its architecture,introduce the evolving process of C2 and its evaluation methods in detail,and try to evaluate the C2’s architecture from the perspective of its capability.In a nutshell,this paper has four contributions as follows:1.Explain a model to describe the C2’s underlying architecture,propose a framework to evaluate a C2’s architecture from the perspective of its capability,present a criterion to categorize the capabilities of different C2’s architectures into demand-matching capability,runtime-adaptive capability,and structural change-tolerant capability.2.Construct a hierarchical metric-based model to evaluate the capability of a C2,s architecture,which is based on the aforementioned categorization scheme as well as the systematic analysis of social activities by using the task metamodel,resource metamodel,and control metamodel.3.Analyze the advantages of the analytic hierarchy process and the metric-based model that are constructed based on the basic description model of C2,revise the analytic hierarchy process by integrating the group-decision mechanism in the computation of weights in the same layer of the metric-based architecture,and present a quantitation method for metrics to quantify the language-type metrics with triangular fuzzy numbers.4.Validate the practicality and efficacy of the proposed theories,models,and methods,by evaluating them on the fire C2 of an X city.
