A Study On The Information Control Of The Border Province Communication To Neighboring Countries

Information control research is an important research content in international communication.The research mainly focuses on the process of shaping the image of the state through the control of the government as the main body through the control of the media and the control of the contents of the dissemination of favorable information,filtering the adverse information.Based on the theory of international communication and cybernetics,this paper,combined with information control of Heilongjiang’s transmission to Russia,put forward the perfect control and feedback mechanism of the information dissemination around the border provinces,and dynamically control the exit information.This paper first uses the theory of international communication,cybernetics and other related theories,combing the two aspects of the surrounding communication information control that control links and feedback links,as well as the specific content contained in each link.On the basis of the theoretical analysis,this paper takes the practice of Heilongjiang province’s communication control of Russia as the research object,starting from the two aspects of this control and feedback,and then inspect the control practice of Heilongjiang Province.The paper analyzes the problems such as the imperfect control mechanism and the incomplete feedback mechanism in the communication control of Heilongjiang to the Russia,and then put forward the unified control decision-making,adjust the control range,flexible use of control means three aspects of control mechanism,with the audience analysis and effect measurement complete feedback mechanism.On the basis of the case study,this paper puts forward the strategy of establishing a synergistic mechanism between the control subjects,the joint control mechanism of the multi-sector,target audience recognition mechanism and the effect feedback mechanism,so as to realize the dynamic management of outbound information and promote the border area of the surrounding communication capacity and effectiveness.
