System Design And Implementation Of Xi’an Local Taxation Bureau Network College

Today’s society has stepped in the internet age,the network is profoundly affecting and changing people’s living,learning,working,thinking and communication.In order to make full use of resources,a new type of the education implementation has emerged – Network Education Training.As an important component of on-the-job training,Civil service network education training will be a good way of improving the overall quality of the civil servants and promoting the cultivation and diversification of all kinds of specialized professionals.The local tax authorities shoulder the important task of raising financial funds for the local economic construction and social development.Improving the quality of tax personnel is the historical mission for the current education and training of taxation bureau.With the advent of the information age,the cycle of knowledge updating has been shortened and new tax policies and regulations have been promulgated continuously,regular full-time training has been unable to meet the needs.There are such problems as pertinence of training,lack of autonomy and prominent contradiction between work and study.Network education and training has the advantages of wide coverage,abundant resources,convenient learning and strong autonomy.It has played an increasingly important role in the personnel training of tax bureau in recent years.On the basis of investigating and studying the mainstream platform of cadre network education and training in tax system,The Local Taxation Bureau of Xi’an has put forward the train of thought and work plan for building a nationwide first-class tax cadres training platform and vigorously promoting cadres’ network education and training.This paper first briefly describes the current research status of domestic and international studies of Network Education Training,as well as the design objectives of Xi’an Local Taxation Bureau Network College.Secondly,education training,software systems and correlation technique,which may be related to design and development of the platform,are briefly explained.The core of this paper is: Firstly,a detailed analysis of the system needs.On the basis of describing the traditional methods of on-the-job training and examination business process and pointing out the existing problems,this paper analyzes and proposes the overall requirements of the system,the requirements of the core functional modules,and the non-functional requirements of the platform operation.Make the function design of the platform closely integrate with the specific business as much as possible.Secondly,the propose of the overall design of the system and implementation of the system core functions.In the process of system design and implementation,the design of architecture,network architecture and function architecture is put forward respectively.The database used in this platform is designed,and the core function module is designed in detail to ensure that the requirements analysis of the various functions is better achieved.Thirdly,system test for platform function.The test results and problems encountered are explained.It also analyzes the causes and propose improvement plan to ensure platform functions meet requirements specifications and design requirements.The network college system of Xi’an Local Taxation Bureau is divided into two versions: the PC version and the mobile phone version.PC version is deployed in both intranet and extranet,and mobile network will realize three networks parallel and data real-time interaction.PC version of the main functional modules,including: Teaching Center,examination center,Library Information Center,cultural exchange center,learning forum,academic center,technical center and administrative center.The mobile version is under development.This paper mainly studies the functional design network Institute of PC version.The author has timely communicated with the relevant technical personnel in the course of the study.The requirements for further refinement and each module has been developed,the interface process and constantly revised and improved,and ultimately achieved the target platform.The training platform,with prospective student oriented,abundant resources,practical function and convenient operation,has better met individual learning needs of taxation cadres.At the same time,the network training platform with advantages,such as resource rich,comprehensive functions,standardized management,accurate positioning,close to reality etc.,is standing on a leading level in the national tax system.The network education and training in Xi’an has provided a new way to enhance the overall quality of cadre team.
