The Case Study Of X Newspaper’s Internal Control

The Institution is one kind with special unit in the economic activity of China,being invested by government agency and other organizations with the national asset,which is also the social service organization existed in the economic activity of our country,engaging mainly in education,science&technology,culture and hygiene etc.,for the purpose of providing social public service and rational distribution of social resource.At present there are plenty of such institutions existed in China,playing a important role in the economic operation.As its particular public good nature is not contained by the enterprise,therefore,it is very important to develop the whole economy,dispose the reasonable resource as well as maintain the social stabilization based upon perfect internal control system,ensuring its smooth operation and continuable development.The internal control means designing,stipulating and executing the whole control process in one unit for the purpose of controlling operation risk,guaranteeing its legal and effective business and property maintaining&increasing value as well as the real&reliable financial information,so as to ensure its long term,continued and stable development.It is great difference in the construction,personal management and business activity as well as business objective between the Institution and the Enterprise.,so that this particularity should be taken into consideration while establishing and executing its internal management.The Administrative Institutions Internal Control Standards(Trial)issued by Financial Ministry in 2012 designates the establishment,execution of the relative policy and standard inside of the Institution in its internal control and management,which also designating the internal control and management system is being popularized and perfected,which suitable to the Institution characteristics.This paper first outlines the definition,objectives,main content and the basic principles of internal control in the institution.And then,according to the case study of X newspaper,the paper elaborates on the existing internal control system of X newspaper,which is based on the control environment,risk assessment,control activities,information communication,supervision and evaluation,and then analyze the problems in the existing internal control system of X newspaper.Finally,according to the actual situation of deep-seated reasons analyze problems,propose to improve,hoping that will help to further improve internal control X newspapers levels,reduce operational risk.
