With the rapid development of broadband communication technology and network technology, people's demand for network and videos is also increasing,a lot of video-based services and applications have emerged.IPTV is a combination of traditional TV and network and gradually occupies a certain range of market in recent years. To compete with traditional TV and the rapidly developing online videos, providing high quality video service has become the most important thing for IPTV,and the most important point is providing an accurate and reasonable evaluation service for IPTV quality assessment. Many IPTV service evaluation indexs are mature, and have been widely used in the market, which has been widely recognized by the industry, such as TR 101 290,MDI,charnnel switching time and other indicators. These indicators can reflect the IPTV video quality from a certain angle, for example,MDI can reflect the impacts of network on the quality of video, and can help the service providers to locate problems;TR 101 290 can help providers determine what problems will appear in the video,a channel switch for a long time will cause the user feel uncomfortable. But these indicators are not very good at assess the user's point of view of video quality. In order to solve the above problems, this paper study a new IPTV video quality assessment method, the method is a decision tree model, which can determine the user's subjective experiences more accurately. The model first get MDI,PCR_OJ,PCR_AC and MR indicators, through these objective indicators to assess the user's subjective rating of the video.Experiments show that the model can accurately reflect the user's subjective experience.
