As the rapid development of IP network technology, IPTV has been more and more popular now. Internet Protocol Television (IPTV) is defined as a digital television broadcast service through IP packets over broadband network. The acceptance from users can only be obtained and maintained by utter high video quality outperforming traditional TV which is based on cable or satellite technology. As a result, it is necessary to set up efficient video quality evaluation measurement for IPTV architecture. The realtime monitor can reflect the users'actual perceptional video quality, so the IPTV providers can take corresponding action for the emergency.On the whole, the video quality evaluation measurements are put into two categories, subjective measurement and objective measurement. For one thing, the subjective measurement need lots of objets consuming and human participanting, so it doesn't fit for realtime video service evaluation. For another, the tranditional objective measurements like PSNR method mainly focus on the video coding/decoding algorithm, so they usually ignore the influence of the network injured and video's internal characteristic. MPQM has the limitation because of its computational complex, and MDI doesn't focus on video quality assessment, it just show the performance of the network. Consequently, this paper investigates a IPTV video QoE measurement based on network-injured and video's characteristic. Our evaluation model analyzes the influence of video transmission based on injured network,and compute the video's Time and Space complexity. Finally we can get the network video quality by the function of frame-rate and video quality. The advantages of this model are less resource consuming, non-reference, and giving the video score base on quality of user's experience. All of these merit makes the measurement fit for the video service quality assessment, and the result of experiments shows that our measurement can reflect users'perceptional video quality excellently.This paper is supported by National Science&Technology Ministry of China (NO.2007BAH09B04) and Significant Scientific&Technological Project of Shanghai Science&Technology Commission (NO.08DZ15001[10]).
