| With complicated international situation,new normal of China’s economy and comprehensively deepened social reform, the task of safeguarding national security and stability has become more arduous. In the traditional stability maintenance,it is difficult to collect and summary information, to master the dynamic solving process, to track and dispatch, to form forces and to evaluate and inquisite. Smart phones have been rapidly popularized with the development of mobile communication technology and network technique,thus,changing people’s lives. The 4G-based smart phone terminals have been equipped with cameras, audio system, GPS and communication system, as well as the advantage of easy to carry and operate for information collection, bringing convenience to solve difficulties in the traditional stability maintenance.The paper has analyzed the problems faced in China’s traditional command and dispatch work for stability maintenance and put forward the solutions for the command and dispatch system based on the mobile interconnection technology according to the current demand of the system, including:(1) analyzing the research background and the significance of applying the mobile interconnection technology to the command and dispatch system for stability maintenance,and completing the demand analysis of the system through the analysis of the existed problems in the previous command and dispatch work;(2) putting forward solutions for the command and dispatch work for stability maintenance by using intelligent terminal, and completing the research on the personnel location tracking, the calculation of the actual distance to the task location and the real-time communication between commanders and task executives based on data encryption,message push and the Android terminal location technique;(3) proposing the clustering of historical stability-related events and the classifying of current events with K-means algorithm to get the task of candidates in the implementation of such historical events and calculate the driving distance and the estimated time of arrival from the person to the task place, thus, determining the task executive recommended;(4) designing the command and dispatch system for stability maintenance based on mobile interconnection technology, realizing the mobile client and the platform for the system and verifying the feasibility of the scheme. |
