| As we all know, the public security police and the armed police force are twospecial occupational groups who take on great responsibilities to keep social order,crack down on criminal activities, protect traffic safety and other important duties. Howto command the front-line officers and soldiers effectively is a key to complete taskssuccessfully. In recent years, with the growing number of events held by the state andsociety, new requirements are raised to the organization ability for the security works ofpublic security and the armed police force. In addition, earthquakes, floods, snowstormsand other natural disasters have also occurred from time to time, as well as all kinds ofunexpected accident cases. Demanding on the efficiency of treatment, which time andlife are closely related, the command performance of the public security and armedpolice force face more and more tests. However, traditional command mode which useswireless intercom for voice communications has become the bottleneck of theconstraints for the public security and armed police force to enhance the emergencycommand abilities, these circumstances make it imperative that we need to build avisual, real-time, intelligent command and control platform between the front-linepolice officers and the command departments, enhancing the efficient performance ofthe public security and armed police force. To solve the above problem, this paperdesigns and implements a police command and dispatch system based on3G mobilecommunications networks for information transmission, in which GIS is the core withlocation tracking, telecommunication, route planning and other functions.Firstly, this paper studies intensively the key technologies of the Android platform,WebGIS, GPS and3G, the overall architecture of the system is designed after analyzingthe actual needs of the public security and armed police in the command activity. Itdesigns the front end using C/S mode mobile terminal subsystem and the subsystem ofthe command and dispatch management center located in the back-end using the B/Smode software system architecture.Secondly, the key modules are designed for the mobile terminal subsystem, such assystem login, GPS information acquisition and upload, self-positioning, multimediainformation acquisition, file upload, real-time video transmission. The subsystem ofcentral command and dispatch management, which contains system login, the mobileterminal location tracking, historical track playback, optimal path analysis, real-timevideo play, WebGIS and other key modules, is also designed in detail, as well as thedatabase in the back-end systems.Thirdly, the layered idea of the optimal path planning algorithm is introducedbased on the analysis of the traditional optimal path planning algorithm, combined withthe actual demand of the police command and dispatch system, and the traditional hierarchical strategy algorithm is reformed, then a heuristic bidirectional searchalgorithm is proposed based on hierarchical strategy, which take into account factorssuch as practicality and computational efficiency, and the performance of the algorithmis tested and analysed.Finally, the mobile terminal subsystem based on the Android platform and thecommand and the dispatch management center subsystem based on the J2EE platformof which the main functions modules are implemented. |
