With the rapid development of social economy,the acceleration of the urbanization process makes the unreasonable use of land resource become more and more serious.The misuse of land resources has caused a great loss of arable land.Therefore,how to strengthen ecological environment protection and sustainable development of land resources has become the primary task of land resource management.In order to better utilize and protect arable land,many countries and regions have adopted modern means to establish and improve the land use planning index(LUPI)management system.As the Chinese government has always attached great importance to the accuracy of the LUPI management and its efficiency,the current LUPI data query system in Shouguang city has exposed many shortcomings.For example,the operation of original system such as update and query are complicated,the important information of the upper and lower levels is not synchronized on time and sometimes data loss occurs.In order to improve the supervision and inspection of land use,it is of great importance for Shouguang government,to set up and strengthen the farmland protection policyand to build a new specification LUPI management system and database.Firstly,the paper takes Shouguang city as the research object.The LUPI data of 2005-2017 for Shouguang have been used.On the basis of Shouguang’s current economic development and government policy,the present situation of Shouguang land use,the provisions of the land transfer contract,LUPI system is built.In consider of total amount index,the incremental index,efficiency index,village and township planning mainly indicators and other indicators,the LUPI system contains 9 total indicators of 15 administrative divisions,4 incremental indicators and 5 basic indicators.Secondly,with the data we collected,we design and develop the database of LUPI system based on MySQL v5.7.3.0.At the same time,we have developed the data reporting interface and synchronous data update function for the database,so as to ensure that the data of Shouguang LUPI system are consistent between all level government departments.Finally,we develop the Webserver with Eclipse 3.1 based on Apache Tomcat service and JAVA technology.It is also applied to the query of the actual land use.After the test of the Webserver in the actual usage,the results are satisfied.
