Nowadays, the tobacoo industry of china is facing great pressure from both foreign tobacco giants and the domestic tobacco enterprises' merger and reorganization. to reduce costs, improve and guarantee the quality of products, study of some problems such as cigarettes product development promotion and improvement of process quality have important theoretical and practical significance for the cigarette enterprise.This paper takes the department of product research and development(R&D) of Hebei tobacco as the research object, at the base of the analyzing the business and process of R&d on the cigarette products, integrated uses of product development theory and information system design theory to discuss the problems of product R&D in Hebei zhongyan group. This paper proposed the construction approaches of management information platform for product R&D in Hebei zhongyan group to resolve the practical problems of corporate R&D management and to improve the competitiveness of enterprises. This paper got a overall conception of enterprise product development through the investigation of Hebei tobacco products R & D management present situation, and analyzed the problems of the enterprise product R & D management.Then, the paper based on the demand analysis, put forward a solution that established the information platform of pruduct R&D for Hebei tobacco group to enhance the capability of enterprise product development and comprehensive management.First, the tobacco enterprises should be paid more attention to soft power of product R&D to realize the information to promote the tobacco industry modernization, at the same time to promote the product development and construction in the hard power.Then the product development and process quality management system construction should be taken as the core in the R&D management informationization construction of tobacco enterprises. And the internal and external business integration and system integration should be concered in the construction of R & D information tobacco enterprises, and by the use of the enterprise service bus(ESB) and system integration technology could be implemented the relevant business system integration solution in tobacco enterprises.
