Empirical Research Of Technology Spillover Effect Through The Import Of Intermediate Products Of China

Endogenous growth theory think that technological progress is the source of economic growth. under the background of economic globalization and rapid development of science and technology, all countries in the world attaches great attention to science and technology research and development, to implement the strategy of science and technology. A country's technological progress not only depends on the domestic R&D and technology innovation, but also depends on the foreign R&D and technology spillovers. For developing countries like China, can finally realize the upgrading of industrial structure by importing from the technology leading countries directly or indirectly, and on the basis of digesting and absorbing and secondary innovation, enhance its technical strength with less cost and faster speed, the import of intermediate products can be seen as the container of the production factor aggregation of capital and technology, is the main channel of technology spillovers. spillover from the Imported intermediate product derive from the intermediate products exporter's domestic R&D input, the externalities based on the research and development activities can effectively improve the level of stock of importer's technology, improving the importer's technological competence, promote the importer's technology innovation ability.whether China's import of intermediate products play the role of effect and how? This paper tries to analysis in theory and through the empirical test to answer these questions.This article firstly analyzes the theoretical basis of intermediate product, and points out its input technical spillover mechanism. And then briefly explains our country's inputting situation of intermediate product and technical progress situation through the amount and structures of intermediate products. At the confirmation part, this paper uses 29 manufacture areas' data from 1998 to 2012 of our country, and apply DEA-Malmquist theory on every production factors, technical effects and innovation to work out that foreign R&D has used intermediate products to influence our manufactures TFP based on CH model, this is the technical spillover effect. The results show that the foreign R&D activities has a significantly positive influence on China's TFP through the import of intermediate products. Under the influence of control variables of FDI, contained in the intermediate product of foreign R&D per 1 unit, China's manufacturing total factor productivity(TFP) increased 0.458 units, technical efficiency(TC) increased 0.0659 units, technical progress(TP) increased 0.1294 units. While the technology spillover through the import of intermediate products mainly effect on the technological progress, a relatively small effect on the improvement of technical efficiency. Survey, spillover effect of imported intermediate goods presented strong influence on capital and technology intensive industry while weak on the resources of labor intensive industry. The results also show that FDI has an impact on TFP of Chinese manufacturing industry. Domestic R&D investment plays a main role on industry technology progress. Based on these conclusions, this paper gives the corresponding policy recommendations.Based on the above analysis, we propose the several suggestions.
