China's economy is increasingly driven by innovation instead of input and investment by the “new normal”. It presents significant opportunities for Knowledge Intensive Business Service(hereinafter referred to as KIBS), which has been prospective, leading and new-driven to national economic development, but how to speed up KIBS in China still faces a lot of problems. Because of the modularization, the efficiency enhancement helps KIBS, including law, accounting and construction, to develop faster to some degree. KIBS is independent of visible resources or devices, and characterized by wide knowledge, high technology, frequent interaction and great innovation. Besides, it poses new challenges for framework, interface and modular definition of service modular system. Therefore, it is theoretically and practically necessary to cognize service modular process, sort out service modular effects and solve service modular matter of KIBS.This research is based on modular theories, and it's bottomed on learning from the newest research achievements of service modularization and KIBS. It is discussed that the fundamental service modular process, putting forward knowledge explicit and organizational learning as an internal factor of KIBS service modularization, as well as innovation policy and customer participation as an external factors to affect KIBS service modularization. In addition, the asset specificity is used as regulated variables, discussing regulating effect on knowledge explicit, organizational learning, innovation policy, customer participation and service modular relationship, the conceptual model is constructed of the research on the base of which are mentioned above. Some parts of KIBS in China is selected as the subject and the conceptual model of service modular factors is tested by questionnaires and hierarchical regression analysis. Empirical studies show that knowledge explicit, organizational learning and innovation policy have positive appreciably impacts for service modularization, however, the positive impact of customer participation is not appreciate. These also indicate that asset specificity has the negative effects in the influence from knowledge explicit and organization learning. In other words, positive impacts from knowledge explicit and organization learning is weaker when asset specificity is more powerful. Nevertheless, asset specificity brings about inappreciable effects for the relationship between innovation policy, customer participation, and service modularization.According to the researches, this article has made such management recommendations and countermeasures from the perspective of government and enterprise. On the side of government macro-management, the first one is to strengthen protection, which is innovation policy for intellectual property; the second one is to improve guidance capability for professional standards and promote the modules more general. On the other side of enterprise micro-management, the first one is to define asset specificity reasonably and help enterprise knowledge more explicit; the second one is to set up scientific flowing knowledge system and enhance organizational learning of business. The third one is to look closely at customer participation standards and optimize modular strategy combination of company.Through the research, this article preliminarily reveals the internal structure of the KIBS service modularization black box, provides some theoretical basis and strategy for KIBS service modularization possibilities and its implementation path. Meanwhile, it can also investigate the market competition intensity on the role of KIBS service modularization in the future, using the case study method to further expand theory width.
