Energy, as a material basis to support the progress of human civilization, is the basis of the modernization and motivation. Although in recent years, China's energy development has made remarkable success. Our energy supply capacity has grown steadily. Our energy structure has constantly optimized. The policy for energy conservation and emissions reduction has made remarkable effects. It all effectively guarantees our sustainable development for economic and social. But due to the profound adjustments and changes of current world political and the energy supply and demand, China's energy development is facing a series of new problems and challenges. With the increasing resource constraint, worse ecological environment and fog locked city, the pressure to improve energy efficiency and ensure energy security appears to growing. It is still a long way to go to achieve the goal that keep total energy consumption at 4.8 billion tons of standard coal, coal consumption controlled at 4.2 billion, non-fossil energy accounted for 15%, coal consumption ratio controlled within 62% by 2020. Energy efficiency research in China is an important subject, which has very important theoretical and practical significance.Based on the analysis of the relationship between structural heterogeneity and energy efficiency, this paper empirically researches the relationship between structural heterogeneity and energy efficiency in China and the eight economic regions during 2002-2012 by using the fixed effect model and error correction model. Nationally, the energy consumption structure and capital structure has significant positive effect on energy efficiency. Industrial structure and manufacturing structure have weak negative effect on energy efficiency, while property structure has significant negative effect on energy efficiency. Study shows that there is long-term equilibrium relationship between structural heterogeneity and energy efficiency. Industrial structure, property structure and capital structure have strong short-term impact on energy efficiency. In terms of area, property structure and capital allocation structure has the same direction influence of different size, while energy consumption structure, industrial structure and manufacturing structure show regional difference in the direction and value. Structural heterogeneity is not significant of the short-term impact in most areas.This article suggests that we must strengthen the energy-saving emission reduction efforts to become more energy efficient. More policies should be released, such as change the heavy chemical leading industry structure and coal leading energy structure to optimize the energy structure and change the way of energy consumption. Specifically, countries should control coal consumption, raise the proportion of electricity consumption and accelerate the development of green energy. Meanwhile China should reduce the proportion of secondary industry and heavy industry in the economy, improve energy efficiency of key industries and eliminate backward productivity. In property, we should optimize the structure to reduce the proportion of state-owned economy and increase marketization degree. The average labor capital should be increased to promote the optimized allocation of resources. We must do our best to realize the stable improvements of energy efficiency.
