During these years, with the acceleration process of economic globalization and regional integration, the headquarters economy has become an important part of economic development in the region as well as a strong driving force of urban construction. Among them, the financial industry has become a pioneer in the headquarters economy. Various financial corporate headquarters continued to concentrate in a certain area, and the use of geographical advantages continue to integrate regional financial resources to play a financial agglomeration and radiation effects, and finally form the financial headquarters economy. Financial headquarters economy is a manifestation of the headquarters economy in the financial industries, as well as a necessary stage of the development of a regional financial center. At present, more than a dozen cities in China has already planned to develop headquarters economy. Still, there are other places concerned the significant influence of the development of financial industry, and planning to build a regional financial center. Therefore, the study of regional economic development of financial headquarters and discussion of the development of different models of urban regional financial headquarters economical choice, has important practical significance to promote the construction of the headquarters economic and regional financial center.In this paper, we take the headquarters economy as a starting point, and based on the headquarters economic theory and regional financial center theory, we define regional financial headquarters economy as an area or regional economic core, due to the unique resources it attract financial institutions, service agencies gathered in the region large-scale cluster and dimerization by polarization effects, to make the financial industry chain and regional financial resources achieve optimal spatial coupling, thereby pulling the development of finance and economic. In this paper, we selected Guangzhou, Shenyang and Xi'an as examples, and by analyzing the development of regional financial headquarters cities possess economic conditions, targeting and policy measures, to summarize the prerequisites of financial headquarters, say regional advantages, good economic foundation, a sound financial market system and policy guidance of the government. Then with the development of a regional financial center model, we summarized three regional financial headquarters economy development model, that is, economic-led, government-driven and mixed type, and discusses the formation of the path of each development model and conditions.Finally, in this paper, we make an investigation of a region to analyze its economic and financial development and situation. Using the factor analysis method to research on it and its surrounding city, the results showed that somewhere in the surrounding city regional financial headquarters economy development has great potential for competition. Combined with the SWOT analysis results, the regional financial headquarters economy in somewhere should be guided by "the government's financial supply leading development model". It is necessary to integrate regional financial resources inside and outside and to provide financial support for the development of regional headquarters economy. It should be encouraged to form a local financial holding group, to develop the local banking and actively guide and explore financial institutions of agglomeration and diffusion. Finally, we put forward our advices from four perspectives, including government's leading role optimizing the financial ecological environment, improving the financial industry chain and the construction of financial talent and consulting.
