A Research On The Accounting Information Disclosure Quality Evaluation Of The NEEQ Listed Corporations

The “NEEQ”(National Equities Exchange and Quotations)is an important component of the OTC market in the capital market in China, since December 2013 expansion across the country, the NEEQ has attracted a large number of companies and investors, more than 1300 companies listed on success by November 2014.The development of the NEEQ is of great significance for perfecting capital market structure of our country, promoting the rapid development of small and medium-sized enterprises, and promoting the circulation of capital. At present, the NEEQ adopts information disclosure as the core of the system, so the research on the accounting information disclosure quality evaluation of the NEEQ listed corporations is of practical and theoretical significance, and it can help to protect the interests of investors, to improve the NEEQ information system and to promote the development of small and medium-sized enterprises.On the basis of the review of related literature at home and abroad, this thesis compares the two viewpoints on user requirement and investor protection, and analyzes the relationship between the quality of accounting information and investor protection. And then it defines investors as the subject of the evaluation system with the accounting information disclosure of the NEEQ listed company as the object starting from the economic theory. It analyzes the basic theory of the accounting information quality characteristics. And then it points out the NEEQ's characteristics in aspect of information disclosure, and they lay the foundation of theory and practice to build the evaluation. Following the principles of the scientific, systematic and operability, this thesis builds up the multi-level accounting information disclosure quality evaluation index system of the NEEQ listed corporations, and uses the evaluation method such as Analytic Hierarchy Process to set up the weight of related factors, and then it builds up the evaluation model. The thesis carries out a statistical analysis on the quality of accounting information disclosure of 348 corporations which is listed in the NEEQ before December 31, 2013. And it uses the evaluation index system to analysis the real situation of information disclosure, then to find the existing problems. The specific problems of the NEEQ listed company accounting information disclosure include:(1) The reliability of accounting information disclosure needs to be improved;(2) The adequacy of the accounting information disclosure is insufficient;(3) The timeliness of accounting information disclosure is poor. On the basis of those the thesis comes to conclusion and puts forward the perfect proposal :(1) To form a multi-level regulatory mechanisms;(2) to establish a sound mechanism for training;(3) to improve the brokerage continuous supervision mechanism.
