Drainage enterprise is the typical service-oriented enterprise to collect, transport, treatment and disposal of urban domestic sewage, which is indispensable for the economic and social life. With the large number of wastewater treatment plants continue to be built and put into use, there is a series of drainage problems in the management and development of those enterprises because of the impact of their own limitations and external factors, thus its quality of service and operational efficiency needs to be improved. And how to improve the quality of service depends on evaluating and monitoring the service performance of drainage enterprises. This paper proposes the utilization of performance evaluation methods based on rough sets to assessment the performance of drainage services.Firstly, the essence of drainage services and the performance of drainage services were summarized in this paper. And the outlines of performance evaluation theory, methods were proposed. The advantages and disadvantages of the current methods for performance evaluation and drainage service performance evaluation were analyzed. To make up those disadvantages, the rough set theory was introduced in this paper.Secondly, the index screening model was constructed based on rough sets to select the service performance indicators of drainage enterprise. Five performance indicators were ultimately determined: wastewater reuse rate, the proportion of college educated workers, electricity consumption of sewage treatment, service interruptions, equipment maintenance frequency. The combination of subjective and objective method based on rough set theory was used to determine the weights of the five indicators above, and the combined weights were: 0.168, 0.120, 0.381, 0.182 and 0.149.At last, the linear weighted method was utilized to calculate a comprehensive value which is the integration of the indicators' data and weight coefficient. At the same time, a performance evaluation model of drainage services based on rough set was established. Take a Drainage Company for example to evaluate their service performance, the results showed the 1u wastewater treatment plant has the highest service performance, and the service performance of 6u wastewater treatment plant was the lowest in its nine subordinate wastewater treatment plants. And the recommendations were made according to the evaluation results.
