The Supervision System Design & Countermeasure Research Of Science And Technology Plan In C City

The project management of science and technology plan serves as a key sector in the process of integrating technology innovation and new technology promotion and application, and plays an irreplaceable role in promoting the combination of science and economy, achieving industrial upgrade and economic restructuring, etc. Research into the mechanism of scientific and technological management is objectively necessary to adapt to the new situation of scientific and technological system reform and upgrade the performance assessment system of science and technology projects.At present, Due to the limitations of the government science and technology management, considering the specialty and complexity of science and technology projects, it is very difficult to verify, assess, manage and monitor the projects in a scientific way. From the perspective of management, "valuing project approval while neglecting process management" is the major cause for low quality of S&T project and low transformation rate of technical achievements. Adopting supervision system into S&T project becomes a key measure for introducing the third party to engage into coordination and supervision of S&T project and change previous mode of S&T projects directly managed by government regulators.This article analyses the practice, existing problems and causes of the supervision system tried in domestic and international project management of S&T plan through studying the experience of our counterparts in some developed Western countries. Combined the current situation, achievement and problems of the supervision system of project management of S&T plan in C city, the article puts forward the implementation proposal (suggestion) for such supervision system performed in the city through studying the feasibility, objective, task, subjective and objective bodies of supervision, indicator system construction and operation process of such supervision system. Based on the local realities, the article also analyses the supporting policy environment demanded by the implementation of such supervision system and presents some preliminary views and recommendations.
