The Research Of Customs Supervision For Cross-border Trade In E-commerce

The intense competition and deep cooperation in the global trade is bringing new challenges to the development of world trade. For obtaining the competitive superiority,The Chinese Government offers great support to develop cross-border e-commerce. Optimizing the environment of trade and customs clearance is of great significance to further promote the transformation and upgrading of China's foreign trade and boost economic activity. At present, China customs have no pertinent measures to supervise cross-border e-commerce.The study of cross-border e-commerce in China is still at its preliminary stage.Research on Customs supervision measures of cross-border trade in e-commerce is necessary, realistic and urgent.This paper mainly uses three research methods:literature research, case analysis and comparative research.The text of this paper is divided into four chapters. The first chapter is introduction.The second chapter analyzes the status of customs supervision of cross-border e-commerce.The third chapter is about the optimization research of the new-type customs' supervision of cross-border e-commerce.The fourth chapter gives the countermeasures and suggestions to the new-type customs supervision of cross-border e-commerce.The main ideal of this dissertation can be expressed as follows:First,determining the nature and regulatory properties of cross-border e-commerce by analysising policy which is under the principle of reasonable individual self-use quantity. And deviding the goods into two conditions:personal express and trade goods.Second,with the comparative research,discussing the limitations of the traditional model,the advantages of the new-type regulatory plan and the points need to be strengthened.Third,the new-type regulatory plan establishment should start with legislating the unity and complete laws and regulations.Integrating the regulatory resources and streamline regulatory processes promotes the quality. Enhancing the construction of cross-border e-commerce management platform and completing the risk management and credit rating management promotes the system's efficiency.By increasing the financial input in regulation technology and equipment make it possible to provide an efficient supervisory system.
