The Study Of Modern Agricultural Technology Popularization System Problems Of Yining County

Agricultural technology extension system is an important carrier of spreading agricultural science and technology, is an important force for implementing the strategy of invigorating agriculture, rural economic development, maintenance social stability in rural areas, improving the scientific and cultural qualities of the peasants, increase the income of farmers. At present, Yining is in the critical period to develop modern agriculture, cultivate new farmers and build a harmonious rural areas. Based on the theory of agricultural science and technology extension, according to innovation and practice of Agricultural Technology Extension System in China and abroad, on the basis of analyzing the current situation of Agricultural Technology Extension System in Yining, find out the crux of the problem, this paper sums up Yining Agricultural Technology Extension System and innovation, put forward the policy and suggestion of Agricultural Technology Extension System in Yining.This study takes Yining County as an example, condusts systematic investigation on institutional setting, management system, personnel quality, operating mechanism, promotion methods and work efficiency of Yining modern agricultural technology extension system with the methods of field survey, interview method, questionnaire survey and literature survey. The investigation results showes that the main problems existed in the modern agricultural technology extension system of Yining are: 1, management system and promotion system development is not appropriate; 2, the promotion funds is not enough; 3, hardware facilities is far behind; 4, construction of the promote team is far behind; 5, the farmers' education is in low level; 6, the promote service mode is far behind.In view of the existing problems for Yining Agricultural Technology Extension Service System, draw lessons from domestic and international advanced experience and mode, combined with the reality of Yining county, put forward the countermeasures for the innovation development of Agricultural Technology Extension System in Yining: summary the pilot experience, reform management system, comprehensive service operation mechanism innovation; strengthen organizational leadership, increase funding, strengthen the infrastructure construction of agricultural extension; strengthen the support and guidance, promote innovation, building a diversified agricultural extension system; strengthen team construction, strengthen education and training, strive to improve the technical ability of agricultural workers; construct a high yield and efficient agricultural demonstration, adhere to create a number of technical personnel training demonstration; strengthen the construction of the four level science and technology demonstration system, and construct a scientific and reasonable agricultural technology demonstration platform; Strengthen the integration of agricultural key supporting integrated technology, promote agricultural project funding support; reasonable layout and construction of key agricultural base, build up the modern Agricultural Technology Extension System.
