Study On The Reformation Of Food Safety Supervision System In Our Country, Taking Jiangsu Province For Example

With the rapid improvement of the society and people's living standard, people's attention to food safety has been raised to a higher level. Food safety issue directly reflects the national legal system construction, social management level and people's living standards. Food safety not only directly affects the economic development and social stability, but also influences the image of the government and our country. However, in recent years, food safety issue has been always a hot topic because of various problems. Since three deer powdered milk event t in 2008, more and more food safety incident has been exposed. Such as waste oil, fake beef, man-made eggs, whitebait made from plastic, honey made of sugar water, toxic jinhua ham, poisonous Two-yolk duck eggs, incorporation of Sudan Red KFC, watermelon easy to crack, and the waxing mushroom and so on. These events seriously damaged the image of the entire food industry, destroyed the normal order of market, besides, it is easy to cause public panic and affect social stability and national image.Based on the situations above, the advantages and disadvantages of food safety regulatory system are studied in the paper which focuses on the aspects of insufficient and the development direction in the future about the system. Firstly, the thesis states different concepts of "food" and "food safety", and it puts forward the opinion that food safety supervision is really important. Secondly, for one thing, the author sorts out the changing food safety regulatory system of China according to the relative documents and data and sums up out the deficiency existing in the current food safety supervision combining with its actuality, taking Jiangsu province for example. For another, this paper expatiates on foreign food safety regulatory of developed foreign countries from which we can draw lessons to develop our country. Finally, the article puts forward the developing path of current food safety regulations which are more adaptable in China.Through analyzing the mess of data among production, Circulation, Catering of food in Jiangsu Province and learning from some theories of public management, the author offers some useful suggestions as follows. To perfect food safety supervision legal system, and to create a good environment, to perfect the system of food safety standards and to meet the requirement of the food market, to establish a food traceability system, and to strengthen the media supervision by public opinion guidance, to optimize the environment of food safety social constantly and to strengthen the supervision of the food industry, to establish food safety credit system and to give full play to the important role of public participation in food safety regulation, and to promotes the new situation of management altogether.At the just-concluded reformation of food and drug supervision system, the emphasis of the thesis is the new model of food supervision before which a number of departments were involved in governing. In recent years, we can find that in some articles sub regulation, lacking of supervising food safety supervision system were elaborated by some domestic scholars. For one thing, we opened a new era in Food safety supervision after Food and Drug Administration was established, changed from the leading Food safety supervision department in this thesis, for another, short board of food and drug system still exist Although the reformation of food and drug system had been completed in 2013, reforms hadn't been fully in place in several provinces and the new testing institution hadn't been combined together completely. The study merely states the latest situation in the technical resources, so we ought to pay further attention to this point.
